Clouds and darkness surround Him; righteousness and justice are the foundation of His throne.
Why does God have a throne? Does He need to sit? Solomon was a good example of one who built a most elaborate throne - for judgment: Then he made a hall for the throne, the Hall of Judgment, where he might judge. 1 Kings 7:7. When a king sat on a throne, it was a symbol of judgment, and that also applies to the LORD. Recall that the Ten Commandments, the basis of judgment, was right below the throne of God (Exo 26:34).
But the LORD shall endure forever; He has prepared His throne for judgment. Psalms 9:7. But the LORD shall endure forever: The previous verses (Ps 9:5-6) speak about the enemies and the wicked being destroyed. So there was a threat to God but in righteousness He judges and vanquishes His foes and it is He who survives. The biggest threat to God was the lies of Satan who deceived one third of the angels and led them in war. Thus God, who hates lies (Prov 6:16-19) counters lies with righteousness and truth.
He does not retaliate with the same tactics of the wicked, instead: In mercy the throne will be established; and One will sit on it in truth, in the tabernacle of David, Judging and seeking justice and hastening righteousness.” Isaiah 16:5. Notice that the first attribute listed is mercy. Inasmuch as God is hastening to eliminate evil, He is willing to extend mercy. Yet, since we all have sinned, no matter what we claim, we must all face the judgment. For we must all appear before the judgment seat of Christ. 2 Cor 5:10
A king reigns over His subjects and we should not expect to do our own thing, but we must conform to the laws of the kingdom. God reigns over the nations; God sits on His holy throne. Psalms 47:8. While there is chaos in the world, God's throne is a symbol of stability. It is the planted seat of power, the settled place from where authority springs. Perpetuity is of the very essence of its nature. There are usurpers of, and pretenders to the seat of power. Scoffers and rebels create mayhem and so do demons and men against God. See what Satan has excited against God's throne: The waves of popular wrath rage and swell around it, the tides of public opinion ebb and flow up to it, nobles conspire against it, ecclesiastics try to undermine it, popular risings threaten it, but still the throne survives.
What, then, is the truth that lies behind this symbolism of the throne? Briefly this: God never changes. He will not lose. Lies, rebellion, sin, deceit and such things may flourish for a season, but righteousness, justice and truth will prevail and only those will last forever. And glory, glory, there is mercy for the sinner so: Let us therefore come boldly to the throne of grace, that we may obtain mercy and find grace to help in time of need. Hebrews 4:16
